Con un fino análisis, James Scott ubica en el surgimiento de los Estados premodernos la importancia que ha tenido la creación de mecanismos de legibilidad cuya tarea ha sido simplificar y hacer visible parte de la complejidad de los elementos que dan forma al Estado. Los censos, los mapas, las listas catastrales y la convención de unidades de medida estandarizada son ejemplos de estos mapas de legibilidad que le han permitido al Estado actuar de un modo más eficaz. Advirtiendo los riesgos y las virtudes de estos mecanismos, el autor ve cómo esta legibilidad no sólo ha tenido efectos positivos en la fiscalización u atención a la población más vulnerable, pues, por otro lado, los grandes fracasos de ingeniería social que se han suscitado se han potenciado precisamente por el empobrecimiento de la comprensión de la realidad
